This is a custom-made cape brooch / plaid brooch in the open-center ring style - very popular for pipe bands.

Type: Open center ring brooch - large hole in middle, pin goes across

Text: Raised black enameled letters - Top arc "PIPES AND DRUMS" - Bottom arc "N.C.P.D." - Nasau County? or similar police department

Size: 3.5 inch / 90mm outer diameter - standard large plaid brooch size

Finish: Silver chrome - high mirror polish, as seen in reflection

Construction: Solid cast, raised letters

This style is called cape brooch because the open center allows it to be used on capes and cloaks without damaging the tartan as much as a solid disc - and also lighter weight.
